4th Puzzle Answer

If we accept that the GPS navigation equipment is working reliably, then the only answer is that he originally left from the North Pole. From the North Pole travelling south 15 km, then West 15 km (any distance would work equally well here), then North 15km will bring you right back to your point of departure. The colour of the bear is obviously white.
